UPC codes for non US company

New seller here . When getting UPC codes for my products it has to be using the gs1 company local branch where my company is registered ? For example if it is UK company gs1uk.org or if it is a hong kong company https://www.gs1hk.org/ . Is that correct ? Or can I use US based gs1us.org as well ?
