“Apply to Sell” not working?

I am currently uploading new inventory, and it is asking me to ask for approval. No big deal, as it always immedietely gets approved. But once it says it’s approved, and I go back to the add product screen to sell it, it just says apply to sell again. Whats up with that? It never used to do this before: I would just fill out the form or just click a button, it will say ok, I go back and now I can sell it. Why is this different?
