Is it possible to block a customer from purchasing?

I sell custom printed items. Twice a customer has tried to order a law enforcement badge. I have sent them a message stating I cannot print that, cancelled the order and yet they ordered again. Is there a way to block a buyer? How the hell do I get a human on seller support?
