I can’t set my shipping as Free Shipping

Hi everyone, I’m a new seller on Amazon.ca, Individual plan. I’m trying to set my shipping to Free Shipping, but could not find how to do it. I went to Shipping setting, but my Shipping setting does not have any options to change that. I guess because of my Individual plan? Anyway, if anyone know or had done it before, please share with me. Thank you!
