Invoice for used items

I am fairly new to Amazon FBA. Mostly flipping used books. I want to flip cameras/photo equipment but I am restricted from selling these used. When requesting to apply Amazon is asking I submit an invoice for the used items. Why do I need an invoice for used items? Has anyone else dealt with this, And how do I get unrestricted for selling used cameras? Any info is appreciated
