Selling “Branded” Products From Aliexpress

I found Amazon seller, which is selling items from AliExpress as Brand Product. In one occasion, he is selling almost the entire AliExpress catalogue on his Amazon, which are all consider Branded.

My question is, can I do the same, or is there something I don’t fully understand about this.
