selling in US from Australia without either citizenship

Hi everyone, I am a Vietnamese student studying in Australia for the last 4 years. I am trying to set up an Amazon Seller Account to sell textbooks in the US.

For verification, I sent the passport (VN) scan and my debit card bank statement. For some reason, Amazon keeps saying “We are unable to verify the documents provided”.

Anyone has an idea maybe why? thks.
