USA Account deactivated due to other country’s seller central

My USA account has been deactivated due to other country’s seller central being deactivated as well. My plan is to close out other country’s account and just sell on USA seller central. What is the best way to reactivate my account? Support says to reinstate the other country’s account first then do USA.
