Is there a better way to advertise your product besides PPC campaigns?

I hired a reputable freelancer from Fiverr to optimize 4 ppc campaigns for me but my ACOS was 146% with 236,000 impressions. My listing is optimized and different from my competitors with professional quality photos so I don’t know why my conversion rate is so low. I’ve sold 13 units in 3 weeks is that normal when starting out or I’m I missing something?
