Why do my Images Load in bad quality, until I refresh?

This has been happening for months. the first load is crappy, but Its always really good after 1 refresh. but users aren’t gonna do that. Super annoying because its an overall disadvantage. And clearly its able to display in good quality but it doesn’t.
